refill problem

I bought a refill card to refill my phone, but it does not work, always said" We seem to be experiencing system issues". And i also used my credit card and checking account to refill my phone, 45 dollars was taken from both of my account ,but it was still said "We seem to be experiencing system issues". I do not know how todeal with it.
