GoPhone basic or smartphone plan

Hello,

can somebody tell me the difference between the basic and the smartphone plans? Is it only that the basic phone cannot use 4G?

My phone is never on the 4G network, so if it is the case I'd rather switch to a basic phone plan and pay less, can I do it? I tried online but it only lets me switch to other smartphone plans.
