Rate plan and account balance

I have the $60 rate plan that gives me unlimited texting and voice. I also have the International Long Distance plan for 250 minutes. I tried calling someone outside North America but I'm not sure why it says my account balance is too low. I am not sure what's going on since I have the $60 rate plan and $5 International Long Distance plan.

Any help would be appreciated,
