Inactive meaning $0 balance. It does not matter whether service is used or not, there just needs to be a positive balance on the account. One way to keep your account active without having to refill the $60 plan is to switch to the $2/day plan that only charges when your phone is used. When you get back to the US, you can then switch back to the $60 plan.
